Yes, obviously you can kick and ban if you're the host. The issue is that it's hard to tell malice from an accident, or irresponsibility from victimhood. You can't know who starts things so you'll be reluctant to potentially kick someone innocent. Granted, I'm increasingly considering even carrying a nuke to be grounds for a kick, or at least putting someone on very thin ice.

Now, XML limitations (e.g. max explosion scale) is much more feasible. It'd probably require the host to input a bunch of limitations, but so long as those could be saved as presets I'm sure it'd be fine.
... Now, there'd also have to be a menu on the server selection screen that shows all a server's limitations before someone would join.
A problem would be that nukers would concentrate in servers without limitations.
Good luck trying to actually have fun with powerful weapons properly when someone will exploit the lack of limits to kill everyone.
Flares could use an optional rate limit/reduced lifespawn/total number in existence, though. They lag terribly.

You can do it, sure, but it kinda lacks the “wow” factor this challenge is graded by. Consider doing your idea as voxel art instead of pixel.
