@AWESOMENESS360 this is a different design, and it is even more part efficient than Bogdan's. We have used pretty much the same technique to get them to work, so we decided to post them on the same day.
@Roswell helicopter engine technique is better for ekranoplan, I think. It requires a gyroscope to be stable at low speed, which would make the hovercraft useless on land.
@CRJ900Pilot offensive ships are the ones with the range to assault smaller nations. While a flotilla of corvettes would do a great job, it takes a 150m destroyer to cross the ocean. Aircraft carriers are also offensive kind of ship, as their role is to provide air cover where you don't have a stationary airbase, which is in enemy waters. Most of my ship builds are meant to destroy such ships, and building such ships would be very tasking on my device. However, with my recent explorations of part efficiency, it just might be possible.
Still, smaller, more maneuverable and versatile ships are more fun to design, build, and, most importantly, use than large ones.
I must have missed the St. Patrick's day post. Thanks for telling me. Valentine's day is an international holiday, and a post about it is unlikely to cause any drama. Besides, as I've said, posts like this belong in the forums. If it was a forum, I wouldn't have removed it unless there's a flame war in the comments.

It is certainly an improvement over the previous version. There are still a few more things that can be done. Deflection of ailerons is quite extreme and there's too much pitch authority for this kind of plane. Also, flaps go in both directions. To make flaps only go down, set input of rotators to "0,1" instead of "-1,1" by using Overload. Also, you may want to experiment with this technique for smoother wings. I advise applying these tricks to the next build, as I think two versions of this one are quite enough.
As Bogdan said, you need to reduce drag a lot. For that, you can use Overload mod to set "calculateDrag" to "false". It should also help with your device's performance, as calculateDrag = false eliminates drag calculations for that part, so there's less calculating for your device to do. Excellent replica for your level.

@Diloph when you get drag to around 3500 points by applying "calculateDrag = False" on most of the parts, set powerMultiplier on hidden jet to "0" so it doesn't bother you but still makes sound, and set the prop engine power to get realistic top speed.
@Diloph use structural wing with control surfaces enabled via XML, or apply this trick with structural wings. Also, you don't need to have more speed. After reducing drag, reduce engine power too. Speed stays the same.

@Mmdben no. M.Corp doesn't currently operate ships that would necessitate such aircraft. M.Corp navy is currently mostly defensive.

Make sure you remove drag symmetrically. Otherwise you'll end up with more drag on one side, which will cause unwanted roll.
