Further, it is technically a legal obligation that these transfers and/or sales are continued under Article II of the MDT, and funding for the program stateside is already provided for under this year’s annual appropriations in the NDAA section 1263. 3: What exact date and time (preferably with local and Zulu if possible) did the war begin?
