Well to be honest I'd rather have more downloads than upvotes, some times you get builds that only get 5 downloads but have 10+ upvotes, I'm more concerned about how many downloads that I get, downloads to me are saying that people are in fact taking a look at my build and not just hitting the upvote button and then moving on without really taking a look at the build. well that's just my opinion on the downloads v upvotes
