@EnzoDiazOfficial A base, unmoving circular rim is attached to the wheel (itself attached to a rotator from a custom steering system). On that base, the rotator is attached, and on that rotator another part is attached which spins. This part holds the spokes and other details.
@Kipo People use Overload all the time, it's hardly really cheats anymore and it's even bundled with all versions of the game now. It's pretty much just the advanced features at this point.
They can float if you edit the attribute in overload. An advantage they have over normal fuselages is that you can set precise buoyancy values that are below 100% (ex: .256) where as on normal fuselage blocks you can only xml edit with that precision for values above 100%.
@Hachiroku208 I'm thinking of doing the initial D car at some point. It is an 80's Japanese car after all so it would fit in well with the current route I'm taking with car building.
@Bird6369 I'm generally a fan of machines that do cool and interesting things, cars fall into that category. My knowledge on them is about above average I think though I'm no engineer.

@Tolic1222 The other thing you need, practice. My first car (Interceptor from years ago) was the height of mediocrity which no amount of weaponry could remedy. Practice got me where I am.
