A monitor is a boat that has 1 or 2, maybe 3 turrets of 1 or 2 high caliber guns, with little secondaries in number, that are 3in or below (for AA), it must have little superstructure (almost none for river and harbor monitors, and a bit more for ocean going ones) with a low freeboard
