For android, I think it's something with Unity version conflict, or Google policy conflict relating to 32-bit vs 64-bit. Probably both combined, but I don't wholly remember. Try checking through Andrew's forums and the dev blog.
As for iOS, it's Apple user policy that disallows mods. Plugins, however, like the Superfleet, are still viable through the iOS Files app.

You can increase acceleration by setting an engine's max really low and set the powerMultiplier to whatever number is needed to get the decimal back to the value 1.
For instance, if I set max to 0.1, I would set powerMultiplier to 10. This would result in the engine outputting a power equivalent to 1, but with higher rate of acceleration. Want the acceleration to be higher? Just set the max even lower, and the engine power proportionally higher.
The effect is amplified if you set an engine's input to Activate1 instead of, say, Throttle, so it instantly sets output to maximum when activated.

The issue is probably caused by setting ammoCount and burstCount to a ridiculously high number; the game dies if you set it too high. You should still be able to load the plane up in the designer, so just set both parameters to a lower value.

I'm unaware of the full possibilities of negative mass, so my advice would be to experiment a little!

You can make it activate above a certain speed level, but not shoot.

+1You could, however, make a bomb or missile fire via a detacher's input, though I don't think there's a Funky Tree input for breaking.
You can scale parts down using Overload or Fine Tuner.
