You should click on the notification that the file is downloaded. If that doesn't work, go to the "downloads" folder and click it there. It will automatically open in SimplePlanes.
Your biggest mistake is, I believe, relying on the community. The community is made of a bunch of strangers on the Internet. I have had a lot of success not giving a damn about what "community" wants me to build, and not relying on their support. You shouldn't feel guilty about not posting a plane. I currently have five finished builds on my device that might never be uploaded. I'll upload them if I feel like it. I sometimes go a month without uploading, sometimes upload two buildings a day. It all depends on my mood. After all, remember this is just a game. You shouldn't stress about it. Play it the way you find it the most pleasurable.
You have mixed up hydrofoil craft with ekranoplan. Hydrofoil craft relies on the increased lift generated by submerged wings. Top speed of those crafts usually doesn't exceed 85mph. On the other hand, ekranoplan uses its relatively small wings to create pockets of high pressure that keep it a few meters above the water (or any terrain), allowing it to reach speeds unaccessible to watercraft, without the large fuel consumption of aircraft. So which one is it? (I have both on my profile)

After re-testing it on a blank map mod (recently released by Mod), which removed most of the lag, I think what causes the ship to tilt slightly to the left when stationary is the weight of the RIBs engine. Also, it has great manoeuvrability. I'm left with only two suggestions. Add camera to the front gun, and switch the gun traverse to Yaw imput, since you are not using it for anything else. That would allow users to drive the boat and aim guns simultaneously. I might use a version of your trick for tilting the boat on my future builds.
It's a good looking boat, and the interior is lovely. On the other hand, it tilts to the left when in the water. I couldn't determine why, because it lags my phone. Oh, and nice RIB.
@ElysiumDarkness you mean waterjets? This ship is based on Brave class fast patrol craft. It's powered by two shafts with propellers. I might do something like waterjets on one of my future boats.
@ElysiumDarkness it uses VTOL propulsion, but it's hidden inside the hull. Props are more for decoration than propulsion, although they work under water.

Go to my profile, select a hull you like, remove everything from it, scale it to the required size, and build your own ship with it.
