You need to spawn a Tanker Plane all you have to do is to pause the game and you will see a plane shaped icon in the pause menu and click on that then you will see a button that is labeled as Spawn Tanker Plane after you click on that button you can now adjust the speed and bank angle of the tanker before you spawn the plane. When performing aerial refueling, make sure you put Refueling Probe in your aircraft to make it refuelable.
