Missile is only allowed in 1950. Allowed here means you must and only allowed to developing it from 1950. If you fast enough you can finish it in 1952 and use it in full service in 1953. But well, the longer the time you need to developing it, the more advance it is.

@AviationLoverGEEK444 There is 4 little block around the hull, they are called Floating block. the block that make the ship float and stable. If you put too many weight on your ship, it will sink. But i have a simple solution for this problem.

Increase the mass of the floating block until your ship is floating and stable
