@ScatWood88 to play modded maps you have to go to "Mod Sandbox Maps" instead of the normal play button from the main menu

@Stormfur i had the same problem until i set the spawn radius and rate to 1 Then they spawn alot.
The lower the spawn rate the more spawn.

try disabling all your mods
+1if that fixes it enable them one by one till the problem returns
the last mod you enabled will be the cause of the problem
