So yes, scorched earth is in violation of the Valencia Accords (Article XI, subsection A, B) as scorched earth suggest the complete removal of civilian infrastructure through destruction and also is an escalation of a localized conflict. Thus the signatories of the Valencia Accords are each expected to prevent a scorched earth.
