Basically you get points when people upvote your stuff.
One upvote on a forum post gives you 2 points, one upvote on a plane gives you 15. Your point count is the little number by your name.
It really depends on your device. Most of my builds are under 200 parts, and my little brother's ipod touch runs them with zero issues. I'd say if you're going for “low parts“ just don't shoot for an OCD level of detail and you should be fine.

Teasers are fine, as they are actually part of the site (there is a teaser tag) I say this meaning forum posts with screenshots and such in them.
The “T for Tag“ thing is mostly fine, but in some cases it's best to just beg for followers instead?
Autotag lists are not allowed if they have a large number of people in them.

The way I understand it, this is meant to prevent spammy looking comment sections and point farming. (Also, forum posts with large numbers of comments are put at the front page of the forums regardless of upvotes.)
