Yeah, no. Rockets are free fire, no lock on. Missiles though, lock on. The people that told you that rockets lock on, are either fools or they are liars.

You could change the fire delay inthe rocket’s setting. But you can’t do that with the rocket pods

Missiles can lock-on, rockets cannot. I think that's how it works.
the new rockets (not the cleaver) can not lock on, they are unguided
