This is something I've never been quite able to nail down. By the look of it, going off upvotes on the SP2 Blogs, I'd guess a couple hundred at most; probably between 150 and 300, though that would depend in part upon how you define "active".

Going off users which have received points within the last year, there are at least 900.
Of course, that would also include users which are not longer active but still have gotten upvotes, though considering the final page had users which have gotten hundreds of points still, chances are those fossil users are buried much deeper beyond where is accessible.

Active is pretty much anyone who does anything on the site like posting, commenting, even upvoting consistently counts as active to me.

Google's clanker thinks there are about 500,000 registered accounts. I don’t know how accurate that is but it has no idea how many are actually active.
I honestly have no clue. There are a lot of users with <100 points that I've seen commenting and upvoting, but I don’t know whether to call them actual users because they haven't posted anything... and then there are all the alt accounts... your estimate seems like it would fit but I have no way of finding out (and I’m honestly too lazy to try and find out lol I’m very helpful).
