technically possible, thru either jailbreaking (i don't recommend), or begging the devs to do something about it. Any app on the app store has to not include the functionality to "mod", therefore just renaming mods to add on would easily allow mods.
Another method is to ask Jundroo to create a page on this site, where you can install simpleplanes thru sideloading on the website, which the version can be modded due to it not being on the app store, and verifying the purchase of simpleplanes on steam, play store or the app store
I am pretty sure you can add mods, you already have your iDevice Jailbroken, I assume you can access the files itself inside apps(I ahve never jailbroken my iDevice before), even the files that are not shared in the default file app. You will just need to find where overload and fine tuner is located, and just drop your mods in (i think)

The only way that developers can add mods to the game for iOS is if the devs would rename mods to addons, as mods are not allowed on iOS devices as said in the ToS. Also simpleplanes has already stopped updating, therefore i doubt the devs will add that to the game. For simpleplanes 2, I don't think the devs will add the feature to add mods to the game as the game said that everything from SP1 should be forwards compatible.
