If you scale an object, this object not modify weight. You can scale, no problem. otherwise it not allowed to alter the weight, but you can use more wings to improve the stall. @Sarpanitu

You have to attach the part to another base part to stick it. Then you move the piece with SHIFT (W, S, S, F, Q, E)
