Im trying to make a variable inverted airbrake with a set max speed, if the max speed is 500, and if i set throttle to 50%, i would get a speed of 250. Ive tried many methods but none seem to work, any ideas?

Try using heli rotors instead of jet engines to hover, heli rotors have ground effect, meaning more thrust is created lower to the ground, and less higher up. You can abuse this mechanic to make hovering vehicles
