Anyone is capable of building something they've designed and anyone is capable of buying blueprints off of others to produce copies on their own terms, and Vietnam is country that reuses old weaponry rather then make new, seeing the fact we don't have enough resources and people to design completely new things. If you haven't noticed, it was just a joke, but you do you and continue to pick on me as much as you want, doesn't change how you've been doing it for the past 2,000+ years
