At least to my understanding, there is a difference between the Monarchii/Monarchiians and the Monarchii Allies. All of Monarchii's allies, take for example, Speedhunter, BYardley, or yourself, all survived the war in perfect condition. Many of their weapons, such as the PEAs, Plopters, or the few intact ships, also survived the war. The Monarchii as an independent government, however, completely vanished. So, in the shortest terms possible, its leaders are all gone, but its allies and weapons remain.
So, first things first, you need to know what the Monarchii War was. In shortest terms possible, Monarchii stole a machine gun from TheMouse, and people started backing both Monarchii and TheMouse, starting a massive war which lasted only three weeks but with ridiculous damages. I personally was in the MGLA, the Machine Gun Liberator Allies of TheMouse. However, during the Monarchii War/M-War, ships from Azur Lane got turned from anime girls into actual warships and assisted the Monarchii Navy. A large portion (approx. 95%) of the Monarchii Navy was destroyed during a joint operation by the MGLA and NMR (New Machine Revolution, a whole 'nother story) called Operation Going Eleven (of course a play on Operation Ten-Go). None of this 95% accounted for the Sirens. Unfortunately, they had planned to betray the Monarchii once the war was won, and achieve world dominance, but the Monarchii mysteriously vanished at the end of the M-War. Many of their weapons, destroyed or intact, did remain, but the entire governmental structure of the Monarchii, including the Whimsy himself, disappeared. As such, the Sirens began enacting their plan, but of course we're not just going to let them take over, hence the Siren War. Everyone is working together, including former foes of the Monarchii War now turned allies.
