@KPLBall Actually, that's the least of your issues (not exactly, smaller control surfaces wouldn't hurt, but not too small of course). The real reason, from what I can see, is the Center of Mass; it's just barely in front of the Center of Lift, which is a problem. Sort of.
Between many tutorials and painful experience, I've learned something interesting:
-If the CoM is far in front of the CoL, you'll have a very stable plane, but at the cost of your agility. Or a plane with a terrible tendency to downpitch in neutral if you overdo it.
-If the CoM is close in front of the CoL, you'll have a very agile plane, but of course at the cost of your stability. This mechanic can be frustrating to deal with, but when used right it can be a great feature, especially when making PSM planes.
-If the CoM is behind the CoL, you'll need some freakishly weird design to keep that thing airborne
