Battlefield settings very well may require VTOL, there are only two runways on each island and the Reformists are gonna have to fight for one. Until they succeed in that, they'll definitely need VTOL aircraft. As for the Loyalists and co., VTOL will just be helpful to allow similar or identical versatility to that of the Reformist aircraft.

This war probably won't have world destroyers like T-3, Skywolf, A-40D, etc... at least not on the frontline.
They'll more likely be defensive interceptors, take for example, the A-40B following the Anti-OP/Meme Treaty of the original M-War was taken from the frontlines, but remained active at the MGLA HQ to defend against attack... except they just sat around and looked intimidating when the actual attack came :v

The advantage of VTOL is mostly vesatility; if your airfield gets bombed, or if you just fail to have one (e.g. the wilderness), VTOL aircraft won't care!

-Regarding joining sides and what rules there are? Yes, if the M-War II is anything like the first one, anyone is allowed to join on whichever team they want. The rules are pretty basic and simple so far, e.g. stay civil, no instant destruction, that kinda stuff to keep things at least somewhat fair. And as for creating a new side, you absolutely can do that if you want.

We have VOTL aircraft, just very few, and most of which aren't primary frontline fighters (e.g. TheMouse's Turtlelifter, which I believe is a cargo aircraft, or any of our helicopters, which can do VTOL but aren't airplanes)

Alright, to answer the question in the absolute shortest way possible: The Original M-War began when Monarchii stole a machine gun from MouseWithAMachineGun123 (Now TheMouse) as a joke, but it escalated into one of the biggest modern wars in SP history. Don't worry, it stayed civil, both in the war and in real life. In fact, it was a massive bonding opportunity, most if not all of us who fought in the M-War are still friends today.
Now as we approach the 1-year anniversary of the M-War (sometime in March), there's colossal hype about a second M-War, which will be a civil war between the two sides of the Monarchii (who lost the M-War to the MGLA, Machine Gun Liberator Allies, who got the stolen MG back after the Monarchii mysteriously disappeared). As for the two sides in M-War 1:
-The Monarchii, something of an actual monarchy whose head and namesake is none other than the whimsical Monarchii. Actually quite a nice guy, like I said the whole thing was just a joke that got escalated a bit much (Monarchii stole an MG, TheMouse declared war, CrestelAeronautics and I took it too seriously, and bam, now you have the M-War)
-The MGLA, the Machine Gun Liberator Allies, who were essentially a band of rebels who sought to return the stolen machine gun to its rightful owner. I was a member of the MGLA, as was Crestel, MIGFOXHOUND, and windshifter. We would win the war, and with no Machine Gun to liberate anymore, we renamed to MDA: Mouse Defender Allies. M-War II pertains the same sides, but with two others amongst the Monarchii:
-The Loyalists, people who are, as the name suggests, loyal to the current rule of the Monarchii, and wish for the old way that has stood forever to remain.
-The Reformists, the ones who wish to usurp the current system in favor of a new, communist rule within the Monarchii.

Modern, of course, as the Combined SImpleVerse- at least in terms of time such as day and age- aligns with our own universe (e.g. the starting date of the M-War in our real world is the same exactly down to the minute as the one in the lore). 4th gen is most preferable, due to building ease, strategy and whatnot, but if this is anything like the first M-War, we'll probably allow aircraft down to 3rd gen and maybe all the way up to 6th gen. We'll have to see, though.
-Of course! PEAs were actually the Monarchii's main aircraft during the M-War, such as the AI Fulcrum, PEA Harrier, or the Plopter, which only is denied of PEA status due to being a fictional design. Speaking of these aircraft, all of them should probably return, since the Loyalists will only have old Monarchii war machines up until the point when external contributors arrive.
