It's very much stealing someone's work if they add mods that were made by someone else who isn't part of the team to the game. Regardless if they consent to it or not due to legality and stuff. OR if they sell the idea to Jundroo/Suggest and Andrew/the devs give the green light, then they can add it to the base game without problems cause it's their property and concern now.
