对于共和国而言，罗亚想要的新武器基本都是自家刚研制出来的，是自己最先进的产品。这种优质产品要是卖到外面，万一到了联邦手里就糟糕透了。可是罗亚这么请求自己也不能不给，毕竟还需要他来充当盟友。就在共和国高层为此头疼的时候，突然想到——我有个淘汰的炸弹项目啊。蛇眼炸弹，共和国减速炸弹方案，和空地-2制导炸弹同期研制，最终由于问题太多被淘汰。虽然我自己没搞好，但是你应该可以吧？而且王国本来就提倡自立自强，我干脆直接把技术送给你，接下来你怎么处理是你的事。
本来王国接到这个消息是挺高兴的，直接白捡一个武器技术，但收到共和国送来为试验样品的蛇眼-1E时脸都拉下来了。什么玩意？为什么这玩意儿还会自转？为什么这玩意散布这么大？测试人员这才明白为什么共和国是直接把技术送给自己了，这完全就是个烂摊子。消息传到王宫后，所有人一时间都无语了，一方面，F3UF战斗机的合作研制进展顺利，总不能这时候指责共和国吧？但是这…这什么玩意儿？底下大臣议论纷纷，始终拿不出一个决定。就在这时，国王殿下深思熟虑后，下定决心——改进这项技术。
国王不是脑子一热想出来的主意。首先，共和国应该是不会在武器方面进行合作，王国自身对制导武器研究比较少，在外派的研究人员回国之前，改进这款减速炸弹是最好的选择。其次，减速炸弹有利于战斗机低空投弹，适合王国空军的作战战术。唯一要顾虑的其实是要投入多少资金去改进。即使是错误的决定，也比不做决定更好，况且只有抛起硬币才能知晓正反面。经过一番言论后，大部分大臣都心服口服。
