If it's just wing parts, pull out a structural wing and open overload. Then, go to the tab called 'structuralWing' or something like that. Look around until you find 'allowControlSurfaces' or something along those lines. Then, type in 'true'next to it where it says 'false'. Then press the check mark at the bottom to finish, and then add your control surfaces. It takes a little fiddling around, but it eventually pops out.
The issue might be that you have the wrong values in your rotators .
For instance Range: 1
Speed: 0.1
This one I only use on the outboard wing because they're too floppy, if you're having the same issue use this: Range: 2
Speed: 0
This one just allows the wing to only flex in a certain range of 2*up&down.
Tell me if I'm wrong, or if it worked.
