Correct you are. In other cultures it still represents something good, but for the large majority of Western (American, British, etc.) it is offensive and that’s why it’s only permitted on replicas.

However, I beleive this is bias.

This should mean that all other country/politcal logos should be permitted only on replicas. The American flag could indeed be offensive to some, as could any other politcal symbol.

You can use them on historically-accurate replicas only. This is due to the offensive nature of the symbol and what it stood for in history. But on a replica of, let’s say, a Messerschmitt Me 262 can use all the Nazi logos you want.
