IT'S ZAPDOS!!! You should probably start in air, but it can land in water, and takeoff in water using following instructions: Throttle to 100%, then start tapping AG 1 on and off when nose gets too close to water surface, until Zapdos speeds up enough and takes off.

To anyone who wants to know. I have a simple fix for this plane to make it easier to take off. put 1000 lbs dead weight in each of the back toes on the feet(the toe section, not the claw). When taking off in water now all you should have to do is pitch back until it takes off. then in flight, set Vtol almost to full down but not quite, until it balances out. The plane is easier to fly this way as well.
