Background
With the release of the Paternian Interceptor class, showing potential effective coastal defense capabilities. The Federation began work on a Hydrofoil to perform a multitude of roles. Such as Anti Submarine Warfare, Patrol Boat, Shore Bombardment, and perform strikes on larger vessels. Towed sonar arrays allow the vessel to hunt submersibles (Though slowing the vessel) with its torpedo launchers and anti submarine mortars. High speed ensures the submarine will not escape with ease.

Nice work. It's pretty stable. Only complaint I have is the speed. 250km/h is a bit too fast for a boat, even if it has hydrofoils.
