Okay so my wheels on the tank keep spamming and refuse to move. They just spin like an old grandma trying to run but end up walking really shakily and poorly, and they do this without my throttle turned on.

Try lowering the friction. You are on IOS so you can't mod but if you could I would suggest increasing the weight of the Wheels.
Can you show me the tank?
