@JakeTheDogg No. It's closer to a conventional tank gun in function.
It controls the burning of the propellant in order to maximize the power of said propellant via detonation of plasma cartridge.
A railgun is a distinctly different weapon where the projectile sits in sabots between two metal "rails" and when a current is run, creates enough force to eject said projectile and sabots out the muzzle.
A coilgun relies on electromagnetic coils in front of a magnetically-influenced projectile to propel it forward. With proper timing, the coils with a charge and therefore electromagnetic attraction will be in front of the said projectile.

@JakeTheDogg Electrothermal-Chemical guns. Basically controls the burn rate of propellants in order to make it more efficient. Because the Rheinmetall 120mm L/55 and the American M829 "Silver Bullet" is actually a stopgap measure.
It's under development now. Tech is quite mature.
