It seems that the weaker ones like Ghoul are heavily influenced by their vessel, as it seems to take in the history of the Vehicle. While the medium strength ones stay neutral, and the higher strength ones seem to decide purely on the history of the vessel's user. It defies all known laws of physics. The Neutral ones have seen to gathered at Maywar, and the Unknown ones haven't decided at all. Be wary of the Anti-Alls though, their power has increased tenfold.
