Basically it is a same thing like in GTA: San Andreas (the classic one not the Definitive Edition). There's no limit or border as it would goes on and on.
The height you can go is based on floating point (3.4e+38 meters), though the height displayed in your altitude meter is displayed as a signed 32 bit integer (2,147,483,647 units)
i'm not sure there is a max height, but i've accidentally reached like 9E+13 or something like that by dropping a bomb with explosionPower at like 7E+8.
The sky is the limit, and the sky doesn't have a limit.
