As others have noted, the forums can be a bit... crowded.
While there is a tag feature, it is as of present rather limited. You can look for a specific tag, but not exclude them. You can see all or one, yet not all but one.
I strongly recommend both increasing the number of tags (e.g. adding a "lore" tag as a subsect of "roleplay" or "story) to more specifically classify forum types, and add a check feature to include/exclude any given tags*.
This should be tied to account, so someone doesn't have to redo their selections every time they check the forums, or even just log in.
I'd hope that this would address the issue of mass posting, while not requiring as much moderator effort.
*Forums with multiple tags would require the specifying of whether to simply not look for unselected tags, or if to outright block forums with a given tag from being shown.
i.e. a forum tagged "story" and "off topic", if "off topic" was selected off, would either be shown on the basis of "story" being selected on, or be hidden on the basis of "off topic" being selected off.
