Landing gear turning will completely stop working after the gear had been re-extended after being retracted. Meaning if you put your landing gear up then back down, it won’t turn anymore.

Landing gear steering disables when above a certain speed. To alter this, i believe the "steering sensitivity" option changes how fast. If you always want it to turn, set it to a really big number.
