The great magic of YouTube algorithms has bring forth me this video which is apparently a first person shooter mod Philip Tarpley made in 2015 (judging by upload date)
Question is, is it available for download? If so where can I get it? Or has the mod never been released in the first place?

Someone could probably make a build which decently emulates FPS gameplay, especially with Funkytrees you could probably make a soldier that walks, runs, crouches, even goes prone all while aiming a gun.

It did but it was scrapped.
My test pilot mod has a FPS mode too.

This mod is so crude I like it
this was abandoned many moons ago, it's probably not compatible with the current SP if Philip did still have the mod.
