I mean, you wouldn't relocate your entire country just because someone wanted their oil platforms not to be messed up, and you must be pulling for a really expensive one because of how expensive ships are to maintain, and the fact that no one would want to get bankrupt within the first week of running a country
I don't think you can set up on an international waters, not to mention that you're also constantly moving from one place to another, not having it's own form of government, let alone a constitution, and the fact that you must 'violate' into other countries simply just to keep you and your citizens well fed, and not being able to produce income for your 'country'

Also how the hell did you even maintain that number of people on two aircraft carriers, which is already inhabited by the 'rich peoples'?
