@NexusGaming I've never tried using negative parachutes, but I will say that the rules say to have a semi-rigid wing. This unfortunately means no parachutes
@NormalPioneer The Paraplane 1 has control surfaces, so I'd say yes. Using negative weight isn't advised, but then again you don't really want a 65,000lb paramotor. I'm putting jets on my Paramotor 5 but I'll check up with Fish to see if he'll allow jets. My feelings are yes though.
As for controls, he means to use the Trim slider to roll the craft, and use differential airbrakes for the yaw function.
I have many ideas for improving on my designs. My Paraplane 2 was a moderate success, but my Paraplane 3 was a failure. I have learned things from both that will help in versions 4 and 5, and any subsequent ones. My point is, don't be afraid to remake your designs! It will help I promise.

Also I think roll should be allowed to be controlled with the normal roll input
