As far as I know, acceleration is impossible to slow when you have a lot if power, however, you can make the top speed much slower if you want by editing each resizable wheel.

Seriously though, its just a group of us called the MDA, we build planes, make mods, (mostly winshifter1, but still) post forums, and have wars with people. While we are currently not accepting any other leaders, we would be glad to accept trading partners, as we are in need of some different crafts. If you want to build any, feel free to ask.
Wheel speed on conveyor belt = ground speed (assuming the conveyor belt is huge enough that it is considered the “ground”)
Planes speed in air relative to wind = air speed
Air speed is what matters for flight, and ground speed is what matters for how long it takes to get there. Passenger planes (not the Concorde) have gone over mach 1 in ground speed, but not in air speed. (If it went over mach 1 in air speed, it would probably not do well)
Airspeed against the wings is what causes lift. No amount of ground speed will give you anything if the wind is coming from behind you at the same speed as you are driving.
However, I think how you state the question matters. If the conveyer belt is huge, like the size of the runway, and the plane takes off on it just the same speed as it would normally, it does not matter whether conveyer belt is there or not, as the plane is getting all its lift from the air around it, and its speed from the jets. The only thing that will change from a normal take off is the speed of the wheels. If you mean the question this way, yes, it will take off.
However, if you mean the question like the conveyor belt is the only source of speed to the wheels, (the jets are not on) than its just going to spin the planes wheels really fast, and not do anything.
Or, if you mean that the planes wheels are NOT spinning, but the plane is just being pushed down the conveyor belt, yes, it could fly, regardless of whether the jets are on or not, the jets would just make it fly longer once it had already taken off.
To answer your exact question “If a plane is on a Conveyor belt can it fly”
Yes, but the conveyor belt has nothing to do with it flying unless the plane is connected to the belt, and can be released when its going fast enough.
