part 2: send 4 Blocwell Lancer B-160s at a altitude of 50,000 ft at night and send two of them to carpet bomb the ship yard, and the other two to carpet bomb the yeager airport runways then speed up to mach speed to evade interception.
part 3: then sending in a Mi-24s will fly from the east through the cover of smoke with a spy. who acts as a survivor from the bombing. the fortis fire crew should consider him friendly and take him up to the buildings in yeager for rest. for the next few days he is going to act as one of them.
the helicopters will be hard to detect since they will come in low during the fires which the ground forces will be occupied with also any aa gun on the beach will probably get bombed
The third part is covert. only report the carpet bombing from the fortis point of view there is a bomb cam that you can use
