I think Snoke is indeed emperor palatine, we have seen Jedi and Sith all from heights such as the one he experienced on the death star, not only that but he is theorized to be the most powerful wielder of the dark side of the force ever so he could have protect himself from the death star 2 explosion, also the scars would not need an explaination becuase if he used the dark side to protect himself from the explosion, much like how he became horribly scared in ROTS by using the force lighning, then we can conclude that he probably used some dark side stuff.
To further drive the point home, when he was talking to Anakin about the dark side being able to re give life, he could have done that to himself, transfer his soul into a new body somewhere else in the galaxy, how this would explain the scars though? i don't know unless he transferred his soul to a really ugly body
