You can make a boat by making floating blocks to form a horizontal box, add a hinge rotator and then a plane propeller, don't forget the fuel tank and test it. If you want it to be like an offshore boat, you can make the hull shape (at least 2 parts of the fuselage, right and left which are given 100% buoyancy so that it doesn't rotate.
