It has a 2.16GHz Celeron and 4GB RAM.
My HP630 laptop has a 1.5GHz Celeron and can struggle through 1000 parts with low settings and enabled shadows.
If you really want to go the cheapo way, I suggest you upgrading to 8GB of RAM (ca. 18$) and ditching Windows in favor of Linux Mint (or dual-booting). You'd be surprised how much can Linux improve the performance of old laptops.
@Jetliner101 yeah, that's why I wanted to play Locomotion, because it is no longer strict to grid. But the fact that OpenTTD is opensource and supports crossplay multiplayer allows me to run it on my Windows PC, Linux laptop, my phone and a RaspberryPi, as well as doing LAN parties between my laptop and my classmates in school and yeah
