coaxle helicopters are easier to make
just stack 2 main rotors on top of eachother and have one spin in the other direction and you don't need a tall rotor or a tall all together

Ship is in open waters passing near snowstone.
The ship will get intercepted by reformist patrol crafts.
Reformist navy personnel board the ship and drag it to snowstone.
The reformist boats will hold the ship hostage for ransom.
I pay the ransom but the ship nor the cargo is released.
Crew get executed and cargo captured (aircraft and tanks named in my original comment).
The ship gets captured and turned into a floating barracks.
That is what I currently got
