Your biggest problem is that your CoM is off center by a lot for some reason second of all if are going to let the jets run at high speeds try to get the CoT as equal as possible with the CoM I personally do not recommend jets for boats also if you want to turn you will need to have a much larger yaw control or a slightly larger one in water
