The first of many S96 export/foreign variants.
Following the collapse of the USSR, and the continued development of the E3, Suipa had found themselves in a massive rut economically, as they still had to fund that entire development by themselves, with no assistance. As such, using a much smaller budget than such a project should require, the naval version of what would eventually become the S96 line would be commissioned. Beginning in 1993 and ending in 2001, the project took quite long mainly due to a lack of funds, and, due to that same problem, produced a....mixed reputation aircraft.
Unlike the S89SPA that released much later, the SE was fairly bare-bones. It did not carry any Fox 3s, technically not even making it an S96. Instead, an improved set of R24Rs, modernized and fitted on, were given to it. It also lacks the 3 Axis TVC of the S89SPA, instead making do with none. Though, for its advantages, it does boast reformed wings and canards, but that doesn't matter since it uses the same Engine while being MUCH HEAVIER.
This was the export variant, and continues to see production even after the S89SPA hit the ground running, as that version is not at all allowed to be exported unless to Russia or the PRC, under the Wright Accords*.
This aircraft, despite being relatively outdated, still sees service in numerous airforces, especially due to its ruggedness, it fixing one of the main problems that even the S89SPA suffers from (the wing elevators actually work AGAINST the rear ones), and it having the ability to, with a few reforms, be able to carry really anything needed. Its large flaps, activated with the VTOL slider going down, and it having naval and land abilities, alongside a shorter takeoff run than earlier designs (barring a Thrust Vectoring S89SPA), make it a favourite among poorer nations.
It effectively is a plane that can be summed up in a sentence that also describes the AK-47.

The Wright Accords are a series of treaties signed between the USSR, The WDR (Wright Democratic Republic), and the PRC, signed in 1967. Despite the collapse of the USSR and the end of Communism in the Wright Commonwealth, this treaty is still upheld. In it, it outlines that no plane exported by Wright, if bearing the most modern technology from Russia or China, is allowed to be exported to any nation that isn't those two.
