Both sides resorted to long range strikes with Interdictor type aircraft or MRBMs. The stationary railgun bases were able to targeted by long range air attacks. The Federation needed a way to make it harder for forces to locate and destroy the air defense batteries. Thus the creation of the Deliverance Class, 3 inch railgun vehicle. Mobile, armored, and powerful. Able to engage enemy armor at distances where counter battery fire is impossible without a similar weapon. Or dealing with aircraft with Hypersonic shrapnel rounds, keeping the skies clear of enemy aircraft with high efficiency.

Yeah, I'm not really sure how to make a muzzle flash any other way. The exploding part upon firing thing is not really something I know how to do exactly as most of the time, it breaks the gun or detonates the shell.
Excellent build. The only thing I'd recommend is to mention that you have to select air-to-ground mode to actually fire the railgun. Some people might think it's a visual-effect-only thing.
