The performance required for local battles where the main mission was to intercept large bombers was threefold: the ability to climb quickly to reach the altitude of the bombers, the speed to catch up with the enemy bombers, and the firepower to inflict a fatal blow on the enemy bombers if the opportunity arose. The Raiden was developed with these priorities in mind. The development of the Raiden was difficult and time-consuming, and even after it was put into service, not all of the technical problems had been resolved.
