The Milwaukee Road purchased five FP45 units built by EMD in December 1968 for passenger service. They were numbered #1 - #5. Painted in the passenger scheme, these units were equipped with steam generators. These were the only second generation EMD units built specifically for passenger service in the U.S. pre-Amtrak that lacked dynamic braking. In order to avoid a possible obligation to sell the units to Amtrak, shortly before it began operations, the railroad removed their steam generators and painted them into the freight scheme.
