You XML the wheels maxAngularVelocity to the max speed you want in kilometers. It's not precise, so you would need to experiment with different speeds to get the one you want. @Skyler717

It’s actually meant to be empty. It is simply a decoy to kind of disguise it down the road, and it’s empty to give the semi less load. @Zanedavid
