Sort of.
Missiles are used, but sparingly due to their cost. A typical Eel Protectorate patrol boat (design for which I still need to finish) carries two short range missiles, but would likely only use them as a last resort or if a high-value target was spotted and a lot of damage needed to be done fast.
SAMs are likewise used.
If the MWBS were to gain support from too powerful a faction then Graingy proper would step in to destroy the threat completely, something neither I nor the MWBS wants. That includes advanced jets.
As for the Eel Protectorate getting support... IDK something about liability. The brass didn't really tell me why we couldn't accept more powerful assistance.

@TheUltimatePlaneLover Not quite. The war is contemporary (as in, it's ongoing right now), it's just fought on a very low budget. The Eel Protectorate flagship is a makeshift cruiser built from on-hand components gifted by Graingy. It was designated as EPS Morrayge in 2023, it was just armed with main guns and a hull from the 1940s, and secondary guns from some later date.
The war's technology level is essentially "wacky technical".
Not quite at Toyota Hilux-level, but still a lot of makeshift. What isn't makeshift is either low-tech or found in very small numbers. So, for example, you may see a WWI siege gun mounted atop a high-speed catamaran rushing to intercept (i.e. utterly smash) a small missile-armed patrol boat while under air cover by a lightweight fighter jet and a wing of biplane bombers dropping high-explosive cocaine.
It's not fought by states, after all.

In that case really the only thing that could compete would be my PEAs (which would be ironic since we're trying to protect them), F-12 series aircraft (The Bandit, not the Draconian), some Red V Green aircraft (namely the F-55, MP-41, PF-8A1, and P-62), a watered-down version of the P-10B and F-91-X, and the B-41A Trident whenever it gets revamped.
